I get oodles of these. They look just like that in text view, but “raw content” view shows HTML designed to hide the gibberish characters so that the intended text is easily readable.

Of course, for most of them it still looks obvious (the gibberish is just in a very light font but still visible, words and/or sentences have awkward breaks), so it should be easily detected by anyone with a half-ounce of common sense.

That’s how they are mostly done these days. Clever css tricks to hid the gibberish by making it white, tiny and then floating it off to the right. But some of these older ones they didn’t. I’ve been comparing the code from the older to the newer and they really did just send a lot of these out like this. Maybe not this one exactly, but I have some pretty fucked up ones where they just used alternate characters and spelling.
